Necropolis Vegas

History: The Vegas Necropolis did not emerge from the tempest until after the strip was established, enough deaths in that location, coupled with the high emotions caused it to form a more permanent presence. It was shortly after that, after the El Rancho was abandoned, that the Citidel of Cups was erected and the Lord of Chance took the seat of power in Vegas.

Vegas, as a necropolis, followed the example of the living version; guildsmen, renegades, and even heretics were tolerated by the Heirarchy in exchange for services rendered to more powerful wraiths of the Heriarchy. Thanks to very limited contact with Stygia, Vegas has become it's own little pocket empire, with the Lord of Chance at it's head.

The rules of Vegas are simple: Do as thou wilt, but be cool about it. The Legionnaires that patrol the strip are much more concerned with specters (and secretly stygian legions), than they are about your average wraith, and will turn a blind eye to most activities that do not force them to take action.

The Economy: Vegas is able to maintain it's relative autonomy thanks to a nearby vein of soulsteel found in the mountains. The Lord of Chance has this mine heavily defended, and uses it to keep Vegas autonomous by trading it to Los angeles and San Francisco for souls to forge.

Soulforging: Vegas has a strict law, no Vegas citizens are forced to the forges without commiting a heinous crime, that includes, disobeying a direct order by a heirarchy official above you in station. Decrying the heirarchy in public, consorting with specters, public displays of outlawed Arcanoi or artifacts. However, Vegas imports "criminal" wraiths to soulforge to maintain their powerful economy, and build vital defenses.

Locations of Note

Necropolis Vegas encompasses primarily the strip, that is the most stable part of the nercropolis, other places are genrally short lived islands, considered to be unsafe for permanent habitation and often last a short time before being swalowed up by the tempest.

The Citadel of Cups: Sitting on the vacant lot that is all that remains of the El Rancho casino, the Citadel of Cups stands as a testament to the power of the Lord of Chance and the wealth of Vegas. scaling to impossible heights, this tower is hallmarked by housing every vice known to man, from gambling, to prostitution..to darker things best left unmentioned. Few wraiths ever go to the top, where sits the throne of the Lord of Chance, and the barracks of his honor guard, The Lucky Seven.

The MGM Grand: Ever since the Tragic fire in the 1980s, this site has seen an outburst of Specters, and is reputed to have a nihil located somewhere inside. The place is considered to be offlimits, and is usually guarded by Legionnares who often use it for "training exercises"

Las Vegas Memorial Cemetary: THE Renegade hangout. If your a renegade, this is the place to meet and talk. Reputedly controlled by The Scissorman.

Westward Hotel: This is the place most of the guilds set up shop to peddle their trade..usually avoided by Legionalrree patrols, this Hotel often has the highest number of offduty Legionarres in the city, so outbreaks of violence here are relatively low. The place is managed by Madame Oasis, one of the most potent pardoners in the city. 

UPRR Station: The reflection of the old station exsists in Necropolis Vegas as the most trustworthy way to leave the Necropolis, a wonderfully retro station, it only has one train, that run by the Ferryman known only as The Conductor, and his train, The City of Las Vegas.

NPC's of Note

The Lord of Chance: Noone really knows the origins of this wraith, some think he is some mobster from back when the strip was founded. Others think he might be some renegade Heirarchy official who saw an opportunity, regardless of who he is, he has managed to get an iron grip on the necropolis, and has yet to loosen it. Most wraiths who say they have seen him say he is a man in a nice suit with no head, only a floating red mask. He does not often leave the Citadel of Cups, and when he does, he is surrounded by the Lucky Seven.

The Scissorman: A hideos monstrocity of a wraith, the Scissorman is said to lurk somewhere in the vast cemetary, perhaps in one of the larger crypts. There are quite a few renegares who say they have spoken with him..or that they work for him on various errands around the city. They claim he looks (if it is even a he at all) like some creature straight out of the mind of H.R. Geiger, and has massive blades for arms. This of course..has yet to be proven.

Madame Oaisis: Everyone's Grandma. That is what most people will tell you about the Pardoner who manages the varius guild businesses in the Westward Hotel, a kindly old lady who sits in a rockingchair and knits, always wiling to listen and give kindly advice. More than one wraith has found however..that when you mess with everyone's grandma..you have no friends..and oblivion is not far behind.
